Should be a seal and not meant to be used as a stamp which is why the stamped words are a mirror reflection of the actual words.

I thought seals and stamps are carved/made in mirror reflection of the actual words? Cos when you stamp it down it still has to be upright, I maybe wrong?

Ya most chinese seals serves as a stamp but some are just for authoritative purpose.

This particular one is unlikely to be an antique and definitely not one used by 汉高祖 himself, as 汉高祖 is a name given to 刘邦 only after he died.

                  From google - 汉武帝时代的史学家始称刘邦为“汉高祖”,后世才沿用这一称呼,莫非刘邦当年有先见之名而刻印“汉高祖”? ?
