I'm not an expert and here are 2 cents' worth since I was also considering both watches. In essence, you are asking 2 questions: 1) New vs pre-owned watch and 2) Pelagos vs Exp2.

The new vs pre-owned has been discussed till death in the forum so I won't belabor the point. Personally, I would go for pre-owned if the piece is in good condition and comes with all the boxes and papers. I would prefer that the first owner take the hit in price depreciation. Stainless steel watches, esp those with bracelets, can be easily cleaned and polished till near new condition.

Pelagos is a diver's watch while Exp2 is more of a GMT watch with a second hour hand which can be used to track a second time zone. Pelagos has a titanium case which is lighter and has a matt finish. Exp 2 is stainless steel and parts of it are polished so it will look "brighter". I've tried both watches and for me, the Exp 2 (216750 model) wears better though the Pelagos comes with glidelock bracelet. That said, I was very tempted to get the Pelagos because of its new in-house movement which is COSC and has a superior power reserve of 70hrs. In the end, I went with a pre-owned white Exp 2 as I prefer the design, 2nd hour hand and I already have a submariner which looks too similar to the Pelagos.

                              Hope this helps!

                              PS.
if you do get the pelagos, make sure you get the newer model which comes with in-house movement as mentioned above.
