Default Any reputable local shop able to fix Grand Seiko?

Sorry if this has been asked before.
I have a GS that I bought from Japan 3 years ago, and I seldom wear it.
Now it has problem getting started, even after fully wound, it will start and stop - not good.

I have close to 20 pcs of Seiko and none has given me any problem, except this one - their high end...maybe its just my luck

I have not try Tong Sia, I heard they won't handle those not sold by them.

    Thanks in advance.

If you end up going to Thong Sia, they'll send it back to Japan regardless of how easy it would be to fix locally. Apparently it's just protocol for the GS line.
