Do the stars average out if there is more than one rating, or how does it works? And why is a TS allowed to rate his own thread?

I know this isn't to be taken seriously, but in my world all things should make sense.

Can any members rate threads or only the MODs? Have been wondering as a few of my threads had 5 stars ...

It appears to me that any member including the thread starter himself/herself can rate a thread. To me it only makes sense if multple ratings on a same thread can average out in some way, and that the thread starter is not allowed to rate his/her own thread. Otherwise the rating is meaningless and then it is better to disable this function. My honest and personal opinion as usual.
