I think the price is rather reasonable for a brand new set.

It is up to your judgment whether you want to authenticate the watch or not. But if you decide to, it is good that you sound the seller (or reputable grey dealer) out your intentions first to avoid any misunderstanding.

A grey watch shop offered a new Submariner 116610LN, 2016 stock with 5 years warranty, at $10,300. This is the final price he offered after few rounds of negotiations. Is this price reasonable to accept?

As this grey watch shop is quite 'reputable', and had been in this watch industry for more than 10 years, should I send it to RSC for verification? I'm worry that RSC might scratch the new watch which some members had experienced.
