No lah... the bold part is wrong...retailers don't issue the refund... tourist get their refund in cash or credit back to credit card in the airport...

FYI, for $8k, you can get back $442 cash from the GST refund counter at the airport... so admin charge is around $81.36... As long as you request for a GST refund form from AD, they will have to issue it to you. The tourist will have to fill up the merchant copy in the shop and he/she will receive the tourist copy to claim GST from airport....

to claim for GST refund, you will need to have the SE filled up a GST Claims Form. He will check your passport for eligibility (meaning gotta be tourist with valid ticket departing Singapore). with the form you can proceed for the refund claim in GST Refund Counters (only at Changi Airport and Seletar Airport). They will verify and if everything is in order, stamp on the form and have it sent back to the shop. the shop will issue the refund (after deducting admin charges) by sending a cheque (cash purchase) to the overseas address (as in the claim form)...
