The 15-18% is the vat tax refund quote by the shop at Rome...

Some AD give discounts but the boutiques may give free straps.
In Florence if u buy above certain amount the VAT is more than 12%.
Be careful when u cross over to Swiss because u cannot claim VAT at Swiss airport, must do it before u enter Swiss .
