It seems so. As long as you have a watch model that is in high demand, these retailers will take advantage of the situation and sell the watch above its RRP. But they will make the buyer sign an agreement that he/she is self-willing to pay at a price higher than the RRP. Just bought mine...
Previous trip to Singapore last month did not find a "reasonable" market price for BLNR last month.
Fortunately, this trip I was "lucky" to have one at The Hour Glass in ION Orchard. Happily bought mine for $12.500. Credit card accepted with no charges. And the best of all, GST refunded $744 (after ridiculus "service fee"). So nett I paid SGD$11.756.
Really good experience in dealing with this AD. Really recommended salesperson which treat you as a King even thought I only wear T-shirt and a short plus a pair of slippers.
BONUS:
Beside the standard Box, warranty card, 2 seals and unused spare links, I also got the following as "gifts" : 2 really exclusive foldable cabin bags by The Hour Glass + Rolex original case protector + Rolex original transport case + 3 leather travel pouches + Free Limousine airport transfer from hotel to Airport (this was a voucher from ION Orchard for spending above $5K in one day).
NOTE: Not a greedy person but I was there with my brother who was wearing 2tone Submariner and the sales person (a Mr. Derele) was really friendly and accommodating and offer my brother everything he could offer. And who would resist such a nice gifts from a nice AD?
Now I am home typing this wearing my really nice BLNR...

I will say there is a difference. I was at the same shop a few days earlier looking for the same watch. Salesman told me no ex stock and price at $13500. And i did not even bargain. I am so sorry. But IMHO, the most important thing I learned shopping in Singapore is to be polite and show the salesperson that you really intent to buy.
