Ok I'm heading mainly to Zurich, Milan and Venice in 2-3 weeks time. Looking desperately for PAM111. Anyone has any good database of ADs I can refer to? Wish to email all of them and get availability and quotes first.

Anyway 21% VAT means that a 3,900 Euro watch is actually 3,223 Euro base price and 677 Euro of VAT. The idea is same like our GST, where an item that costs $1.07 is $1 base price and 7 cents tax. Tax refund companies will take a service fee from your 677 Euro worth of VAT, so to get back 15.7% of your 3,900 price is 612 of 677 Euros of VAT, i.e. the service fee is about 10% of your effective tax, consider as not bad.

How about Spain? VAT is 21% though it is likely you get 15.7% refund.
Bought a PAM recently in Madrid from at a Panerai boutique, 5% discount plus 2 free straps
