Will Rolex Service centre or other reputed watch repair shops replace of dials?
Eg. from black to white dial of an Exp 2.

If yes, do you get to keep your original dial? any how much will it cost for the replacement?

if you go to RSC, they may allow you to change your dial from black to white for Explorer II. however, they will keep the dial that is on the watch.

if you go to 3rd party shop, you can to keep the dial that is on the watch.

as for charges, are you referring to just the cost of changing dial or changing dial and replacement dial cost

What is the reasonable price to expect for a new original Explorer 2 dial (not the recent series) as well as the service charge?
